Speaking at today's BBA conference, chief executive Angela Knight said:
"I know how unpopular it is to urge caution on the authorities and how at present such caution is batted to one side and deemed to be special pleading by the industry. As long as that attitude is taken, the consequence of these changes will not be understood. There appears to be some sort of assumption that firstly regulation is mostly costless, then even when costs are acknowledged, the benefits out weigh them significantly, and lastly that the impact of changes will not be felt outside the banking industry. These are unsafe assumptions and particularly when the changes that are being made are so very wide ranging and the additional operational requirements are so much higher than some two years ago.
"Whilst I and others are well aware of the need to increase stability and reduce excessive risk taking, these proposed capital and related changes will do much more than just that. They will increase the cost of products and services to customers, they will reduce the ability to use new capital to support lending and that will be very important as we start to come out of recession; they will reduce the return for the investors in the banks many of which are pensioners and pension funds and it will reduce the profitability and hence the tax paid to government."
